Penetration Testing in Illinois
HackersHub is an Amsterdam-headquartered offensive security firm running engagements for organisations across Illinois: the exchanges, banks, hospital systems and corporate headquarters of Chicago and its collar counties; the state agencies and constitutional offices of Springfield; the insurers and automotive plants of Bloomington-Normal; the agricultural-equipment and food-processing economy of Moline, Peoria and Decatur; the research universities and national laboratories of Champaign-Urbana, Argonne and Batavia; and the defence and logistics contractors around Scott Air Force Base in the Metro East. Penetration tests, red team operations, phishing simulations and managed security delivered manually by OSCP-, OSWE- and CREST-certified testers, scoped to the Illinois Biometric Information Privacy Act, the Personal Information Protection Act and the sector frameworks each organisation reports against.

The Illinois threat landscape
Illinois combines the most litigated privacy statute in the United States with an unusually broad public-sector attack surface. The Biometric Information Privacy Act (740 ILCS 14) has generated thousands of class actions since 2019 because it grants a private right of action with liquidated damages of 1,000 dollars per negligent and 5,000 dollars per intentional or reckless violation; the August 2024 amendment (SB 2979) limits recovery to one violation per person, but every employer that runs a fingerprint timeclock, every retailer that runs camera analytics and every vendor that processes face geometry for an Illinois customer still carries exposure that turns on whether it can evidence a reasonable standard of care. The public sector has been hit repeatedly: the Office of the Illinois Attorney General was taken down by ransomware in April 2021, weeks after a state audit had flagged weak controls, and the attackers published court and prisoner files when negotiations failed; the Illinois Department of Employment Security exposed claimant data during the 2020 unemployment surge; and school districts and municipalities across the state report incidents every year. Chicago supplied two of the most consequential private-sector cases of 2024: the January intrusion at Lurie Children's Hospital that exposed records of around 791,000 people, and the June attacks on CDK Global in Hoffman Estates that put roughly 15,000 North American car dealerships on paper for two weeks. Downstate, the insurance headquarters of Bloomington hold policyholder data for tens of millions of Americans, the agricultural-equipment and food-processing plants of Moline and Decatur run operational technology that predates modern network security, and the research universities and Department of Energy laboratories combine federally funded research, export-controlled work and open networks. Illinois regulates the result through PIPA (815 ILCS 530), which requires notification of affected residents without unreasonable delay and of the Attorney General when more than 500 Illinois residents are affected and obliges data collectors to maintain reasonable security measures; the Insurance Data Security Law (215 ILCS 215), in force since 1 January 2024, which requires licensees to run a written information security program built on a risk assessment and to test its key controls; and, for state and local government, the Identity Protection Act (5 ILCS 179) on Social Security numbers and the security standards the Department of Innovation and Technology sets for agencies and their vendors. Engagements across Illinois routinely surface biometric templates replicated into HR and analytics systems far from the collecting device, flat networks between corporate IT and plant-floor OT, state-agency vendors with standing remote access, campus directories that trust each other across institutional boundaries, and dealer, payroll and HR platforms whose tenant isolation has never been tested against a hostile tenant.

Why Illinois organisations choose HackersHub
HackersHub is a practitioner firm, not a platform reseller, and it is headquartered in Amsterdam with no US office. We structure Illinois engagements around that fact rather than around a sales map. External, web-application, API, cloud and identity testing is delivered remotely from the Netherlands; internal network, Active Directory, wireless, OT, biometric-system and physical engagements are delivered on site in Chicago, Springfield, Bloomington-Normal, Peoria, Champaign-Urbana, the Quad Cities or the Metro East by travelling testers. Scoping calls, status updates and report walkthroughs are scheduled on US Central business hours. Every engagement is led by named OSCP-, OSWE- or CREST-certified offensive security professionals, with Michael van Mameren (OSCP) acting as engagement lead, and reports are written directly against BIPA, PIPA, the Insurance Data Security Law, HIPAA, FFIEC, PCI DSS v4.0.1, CMMC 2.0 and SOC 2 evidence categories. Senior-level scoping calls happen within one business day.
